Characteristics of a good system in democracy

For the success of a democratic system, there are some basic principles and characteristics of its institutions.With those principles and characteristics not only the institutions get credibility but also the democratic structure gets strengthened.

Transparency and accountability

In accordance with this intention, a good democratic system must be transparent and accountable. In such a democratic system, questions are welcomed and efforts are made to increase trust of people by displaying as many things as possible publicly. Demand for investigation at any level is welcomed.
Instead of being uncomfortable with people’s questions, welcoming them and answering them is the most effective step for the credibility of any system.

Open to uncomfortable questions

Having an open approach to questions not only increases people’s confidence but also helps in finding points for improvement.By the result of this,the system keeps moving towards perfection
A system that avoids questions becomes a victim of arrogance and loses the trust of the public.
Similarly, making the process of policy making and the levels of its implementation as transparent as possible and giving it the opportunity to be seen/understood by a large section of the public is also an excellent step towards building trust. The more transparent the system the more public confidence will increase in it. Transparency increases respect and confidence in the democratic structure of any country.
Like the tendency to welcome questions and transparency, welcoming the demand for investigation is also a sign of honesty of the system. An honest system should not be afraid of any kind of investigation because every investigation will prove to be enhancement in its credibility.

Conclusion

I believe that a system which is open to questions, promotes transparency and is always ready for any investigation should be accepted as the right system and a system which behaves in the opposite manner should definitely be considered suspicious.

लोकतंत्र में अच्छी व्यवस्था के लक्षण

लोकतांत्रिक व्यवस्था की सफलता में उसकी संस्थाओं के कुछ मूलभूत सिद्धांत और लक्षण होते हैं जिनके कारण न केवल संस्थाओं को विश्वसनीयता प्राप्त होती है बल्कि लोकतांत्रिक ढांचा भी सुदृढ होता है|

पारदर्शिता और जवाबदेही

इसी मंशा के अनुरूप एक अच्छी लोकतांत्रिक व्यवस्था पारदर्शी और जवाबदेह होती है|उसमें प्रश्नों का स्वागत किया जाता है और ज्यादा से ज्यादा चीजें सार्वजनिक तौर पर प्रदर्शित कर विश्वास बढ़ाने का प्रयास किया जाता हैं| किसी भी स्तर पर उठी जांच की माँग का स्वागत किया जाता है|

प्रश्नों का स्वागत

लोगों के प्रश्नों से असहज होने की बजाय उनका स्वागत कर जवाब देना किसी भी व्यवस्था की विश्वसनीयता के लिये सबसे कारगर कदम है| प्रश्नों के लिए खुली अप्प्रोच रखने से लोगों का तो विश्वास बढ़ता ही है बल्कि इससे सुधार के बिंदु भी सहज ही प्राप्त होते रहते हैं जिसका परिणाम ये होता है कि वो व्यवस्था निरंतर सम्पूर्णता की और अग्रसर होती रहती है|प्रश्नों से बचने वाली व्यवस्था कूप-मंडूकता का शिकार होकर जनता का विश्वास खोती जाती है|
इसी प्रकार नीति निर्माण की प्रक्रिया और उसके क्रियान्वयन के स्तरों को ज्यादा से ज्यादा पारदर्शी किया जाना औऱ उसे जनता के बड़े हिस्से को देखने/समझने का अवसर देना भी विश्वास निर्माण की दिशा में एक बेहतरीन कदम होता है| व्यवस्था जितनी पारदर्शी होगी उतना ही जनता का विश्वास उसमें बढ़ेगा|पारदर्शिता से किसी भी देश के लोकतांत्रिक ढांचे के प्रति सम्मान और विश्वास बढ़ता है|
प्रश्नों का स्वागत करने की प्रवृत्ति और पारदर्शिता की तरह जी जांच की मांग का स्वागत करना भी व्यवस्था की ईमानदारी का संकेत है| एक ईमानदार व्यवस्था को किसी भी प्रकार की जांच से डरना नही चाहिए क्योंकि प्रत्येक जांच उसकी साख को बढ़ाने वाली सिद्ध होगी|

निष्कर्ष

मेरा मानना है कि जो व्यवस्था प्रश्नों के प्रति उदार रुख रखे, पारदर्शिता को बढ़ावा दे और किसी भी जांच के लिए हमेशा तैयार रहे उसे सही व्यवस्था को सही स्वीकार किया जाना चाहिए और इसके विपरीत व्यवहार करने वाली व्यवस्था निश्चित तौर पर संदिग्ध मानी जानी चाहिए|
